1.10 INFORMATION SUBMITTED TO THE BOARD
The following reports shall be submitted by the university presidents to the Chief Executive Officer or his/her designee, which will submit them to all members of the Board.
1.10.1 Accrediting Reports
The university presidents shall furnish copies of all regular and interim reports concerning accreditation.
1.10.2 New Programs – Changes in Courses of Study
Each university shall submit, prior to submission to the Oklahoma State Regents for Higher Education, any matters involving changes in a course or courses of study or institution of new degree programs which require approval by the Oklahoma State Regents for Higher Education.
1. Any letter of intent (“LOI”) will be included in agenda items submitted to the Chief Executive Officer or his/her designee at least 90 days before RUSO Board consideration. These requests will include the information required in the OSRHE LOI Smartsheet form, including:
a. Institution Name
b. Official Degree Designation and Program Title
c. Location(s) where program will be offered
d. Method of delivery
e. Contact Information
f. Description of Proposed Program
g. Employment Demand for Proposed Program
h. Student Demand for Proposed Program
i. Financial proforma
2. The requesting university will simultaneously provide those requests to all RUSO university presidents.
3. The LOI will be on the upcoming RUSO meeting agenda.
4. If there are no objections to a LOI, it will be placed on the consent agenda.
5. In the case of objections:
a. The proposing university and objecting university are expected to make a good faith effort to resolve the objection.
b. If the matter is not resolved by 7 days before the next RUSO Board of Regents meeting, the universities will notify the Chief Executive Officer or his/her designee, and the objection will be referred to the Educational Excellence Committee.
c. At the RUSO Board of Regents meeting, the Board may take one of the following actions:

Approve the program without qualification;

Defer the program request until the university meets specified criteria or provides additional information, or
-
Disapprove the program.
1.10.3 Travel Expenses
Each university and the Administrative Office shall quarterly submit to the Board a report of all employee travel expenditures (including presidential travel) of $1,500.00 or more per employee for the previous quarter year.
1.10.4 Financial Reports
Each university shall submit financial reports required by policy 2.9.
1.10.5 Enrollment
Each university shall submit to the Board enrollment reports at the time they are submitted to the Oklahoma State Regents for Higher Education.
1.10.6 Employment
Each university shall submit to the Board at the time they are submitted to the Oklahoma State Regents for Higher Education employment reports showing the increase or decrease in employees employed by them during the fiscal quarter immediately preceding the filing of the report. 74 O.S. § 3602
1.10.7 Budgets
Prior to the beginning of the fiscal year, the Board and the universities shall prepare a budget, setting out in detail its expenses for the entire fiscal year and shall, not later than July 1, file a copy of its budget with the Director of State Finance. Not later than July 1, the Board shall notify each institution of its pro rata share of the Board's expense budget that will be assessed against the institution during the fiscal year. 70 O.S. § 3903
